The Higher Education Commission made it compulsory for educational institutes to obtain a No Objection Certificate NOC for launching MS and Ph.D. programs. So, those higher educational institutes who want to start new MS and Ph.D. Programs must have the NOC. The HEC made the NOC compulsory on 07 November 2013.
