On 21st January 2021, the Sindh High Court sent notification to the Higher Education Commission and federal secretary for the law. In this notification, he sought the abolishment of the quota system in the Central Superior Services (CSS) exams 2021. HEC reviewed their notification and announced to the SHC that at this time the quota system has not been abolished. However, the quota system will abolish after 40 years under Constitution’s Article 27. He further added that despite it already mentioned in the law, the government was conducting it under the quota system.

HEC Chairman and the federal law secretary rejected this approval. Hence advocate Tariq Manzoor in the petition appealed to the court that the exams should be conducted on merit. Apart from this, he also appealed to the Sindh high court to invalidate the federal government’s issued notification in this regard.
