The Finance Department of Pakistan recently notified about the clarification of Time Scale Personal Upgradation. The department issued the notice in continuation of the previous clarification notification No. FD.PC.40-80/2015(11/19), dated 30-09/2019. Now the finance department clarified the upgradation about the following points.
- The BPS-16 or above incumbent who availed upgradation before 01-02-2019 might avail 2nd step of Time Scale Personal Upgradation (TSPU) from the completion date of 20 years of regular service or whichever later, according to the finance department notification.
- The department announced adding financial benefits from the date of issuance of the notification. Before tha date of those notifications, no arrears will be admissible. Only the benefits of notional fixation from the date of 20 years of regular service completion or later will be allowed.
- Those who were allowed a 4-tier service structure after the date of Time Scale Personal Upgradation (TSPU) admissibility might get 1 or 2 steps of TSPU according to the length of service. It will happen if they were eligible for the TSPU before the date of introduction of the 4-tier service structure.
