In Pakistan, the Government employees demand an increase in Conveyance Allowance in FY 2022-23 Budget. However, after the high petrol prices, the employee’s demand for the Conveyance allowance also increased. Recently, the government increased the petrol price by 30 Rupees after the citizens get petrol 180 per litre. It is a huge increase in the prices at once due to which citizens face a lot of problems.

Other than this, if we check the history of the Conveyance allowance, there has been no increment in it over the last ten years. Last time, the government increased the Conveyance allowance by a minor change in 2014 for employees BPS 01-15 and BPS 16 onwards in 2012.

Govt Employees Current Conveyance Allowance Rate
The Government employees are receiving the following rates as the Conveyance Allowance.
- BPS 01-04: Rs 1785/-
- BPS 05-10: Rs 1932/-
- BPS 11-15: Rs 2856/-
- BPS 16 onwards: Rs 5000/-
Govt Employees Current Conveyance Expenses
There are most government employees use Motorcycle or cars for the office. Usually, the BPS 01-16 male government employees use their bikes to come to the offices. At the same time, others might have their cars. On the other hand, the female employees mostly public or private transport. So, if we estimate the average distance of all government employees, it will be approximately 10 KM on one side and 20 KM on both sides.
Thus, below we have calculated the expenses of the government employees for different kinds of vehicles/transport based on the 20 KM Distance.
Conveyance Expenses for Cars
- Petrol per litre: Rs 180/-
- Use of Petrol for 20 KM = approx. 2 litres
- So, 2 x180 = Rs 360/-
- Monthly expenses (excluding Sundays): 26 x 360 = RS 9360/-
- Maintainaces Charges = Rs 5000/-
- Total expenses: 9360 + 5000 = 14360
Conveyance Expenses for Bikes
- Petrol per litre: Rs 180/-
- Use of Petrol for 25 KM = approx. 0.5 litres
- So, 0.5 x180 = Rs 90/-
- Monthly expenses (excluding Sundays): 26 x 90 = RS 2340/-
- Maintainaces Charges = Rs 2500/-
- Total expenses: 2340 + 2500 = Rs 4840/-
Conveyance Expenses for Private Taxi
- Daily expenses for 20 KM = Rs 800/-
- Monthly expenses: 800 x 26 = Rs 20800/-
Conveyance Expenses for Private Rikshaw
- Daily expenses for 20 KM = Rs 600/-
- Monthly expenses: 600 x 26 = Rs 15600/-
Demand for Conveyance Allowance in Budget 2022-23
After all these calculations, the government should increase the Government employees’ Conveyance Allowances according to the following rates.
- BPS 01-10: Rs 5000/-
- BPS 11-15: Rs 8000/-
- BPS 16 and above: Rs 12000- 15000/-
