HEC Equivalence Certificate
Equivalence certificate is needed when a candidate has a foreign degree, then he/she has to convert according to the Pakistani education system.
Higher Education Commission HEC Pakistan
Higher Education Commission (HEC) is an institution for primary funding, regulating, overseeing higher education in Pakistan. HEC established in 1974 as a University Grant Commission. Then in 2002, under the leadership of Dr. Atta-ur-Rehman, it came into its modern form.
HEC helps the universities regulate the degrees and act as a gateway to monitor the real research culture. Since 2010, HEC worked under the federal government.
There are a lot of universities that come under the HEC. According to the research, in 2017, only four universities in Pakistan were declared in the top 1,000 universities worldwide. Those universities are Quaid e Azam University, NUST, COMSAT, and the University of Agriculture Faisalabad.
HEC Offices
The head office of the Higher education Commission is in Islamabad. Other than that, HEC has four regional offices in Karachi, Lahore, Peshawar, and Quetta. HEC also provides its contact numbers in case of any query or information.

The Procedure of The HEC Equivalence:
Equivalence certificates are provided for the
- Foreign degrees
- Degrees such as A/O level, ACCA, CA, HND, etc.
- Deeni Asnad
Foreign degrees
- For the foreign equivalence degree, you have to fill the application form from here.
- The other required documents are:
- Copy of degree (for equivalence), copy of the year-wise transcript, copy of Passport, Copy of CNIC, and equivalence fee (Rs 5,000/-).
- Original documents of also required at the time of application submission of application.
Local equivalence degree
- Fill the form for the local equivalence degree, E-1 form.
- Required documents are all diplomas, year-wise transcripts, proof of registration, and equivalence fee.
- Original documents are required at the time of application submission.
Deeni Asnad HEC equivalence certificate
- Fill the E-2 form
- Copy of each sanad or Kashuful darajat
- Copy of year-wise Kashuful darajat with the date of admission and completion
- Attestation of Sanvia khasa and Sanvia Aaama from IBCC
- Copy of CNIC or Passport
Fees of Equivalence certificates
HEC charges the fees for the equivalence certificates according to the degree.
- For the bachelor’s and masters degree (16 years), Rs 2,000/- is for local degrees and Rs 5,000/-for foreign degrees
- For M.Phill/ Ms/Ph.D., Rs 2,000/- for local degree and Rs 5,000/- for foreign degree
- For duplicate the equivalence letter, Rs 300/- for local and Rs 500 for Foreign Degree
How to Pay the Fee for HEC Equivalence Certificate:
Candidates can deposit equivalence certificate fee by
- Cash in the Finance’s division in Islamabad OR
- By bank draft or pay order to the Director-General (Finance), HEC Islamabad

see the degree from the list
