In an interview with THE NEWS, Dr. Hussain openly talks about the changes made in the bureaucratic structure and systems of the country and also gave details on the vision of PM Imran Khan about the Civil Service Reforms. Dr. Hussain said that the CSS system is being overhauled as there are more posts for 17 scale, and better opportunities are being created. Furthermore, e-governance is also being introduced to the cut lower staff.

He further talks about the Civil Service Reforms that it is a mandatory part of integrated value-chain Human resources policies. He said that it is time to think that how to increase the quality of human resources as a little weak link in the chain would not allow any qualitative change.
About the recruitment, he said that it is highly possible to make changes in the recruitment system to attract the best talent, but if they didn’t manage the work properly, then it will be challenging to keep the brightest among them. About recruitment, he further said that the government had decided to bring an element to the domain knowledge in the Civil Service exams. He said that the government is going to take a step to blend the approaches in which generalists and specialists are optimally utilized.
About the screening test, Dr. Hussain said that it is very hectic to assess about 16,000 scripts of exams every year that why they are suggested to take the Screening test of CSS exams. It will be helpful to eliminate a lot of applicants at the time of screening. Those who pass this test will then appear in compulsory and optional subjects written test and then in an interview.
He said that training is the second most element of this value chain. But the problem is that we have no generalists and specialists. As from 29,000 government officers, only 6,000 are generalists or cadre, while others are non-cadres. He also said that the idea of post-induction training of all professionals has already approved. Then there will be equal opportunity for both generalists and specialists, and discrimination that exits today will be removed. The third element is performance management, in which the government is making changes, and the fourth approach is the career path.
In a talk with THE NEWS, Dr. Ishrat said that we also have regular retirement policy with the early retirement policy, and pension will be a great bomb as our pensions increase every year as pensions bills are higher than the salary bills. He said that these reforms would take some time and face some difficulties and hurdles at the start.
