According to the sources, the FDE (Federal Directorate of Education) has introduced a new teacher evaluation system. The new guidelines are for writing the Annual Restricted Report (AARs) for all teaching and non-teaching staff of the FDE year 2021. Before this, the Annual Restricted Report was known as the Annual Confidential Report (ACRs).
Below are the complete instructions, according to which the ACRs of the FGE employees will be made.
- Directors will write the ACRs of the Principals (BPS-19/20) as reporting officers. The FDE Director General/Deputy Director-General will be the countersigning officer and countersign the ACRs.
- Principals will write the ACRs of the Associate Professors/Vice-Principals, and the concerned director will countersign them.
- The vice-principal will prepare the ACRs of the BPS-16 and BS-17 grade teachers, lecturers, and assistant professors. However, principals will countersign the report as countersigning officers.
All the reporting officers will complete the ACRS of the teachers and send it to the countersigning officers by 31 January 2022.
The countersigning officer will submit the ACRs in a lot to the FDE administrative Officers by 28 February 2022.

Previous Guidelines of writing ACRs
Before the new guidelines, AEO (Area Education Officer) prepare the evaluation report of the BS-19, 18, 17 staff. The education department found this process unbeneficial because AEO doesn’t have sufficient information about the teachers’ performance.
Thus, the FGCTA president approved the new initiative and instructed to follow the new guidelines to evaluate the teacher properly. The FGCTA president stated that it is very important to understand the teachers’ performance throughout the year.
