The Higher Education Department (HED) has declared 23 sub-campuses of 7 private institutes as unauthorized.
Not only were these institutes illegal, but they also don’t meet the minimum academic, legal, and management requirements as declared by Punjab Government in the Policy issued in 2006 and instructions of Higher Education Commission (HEC) Islamabad and Higher Education Department (HED) Punjab.
HED had decided that the already enrolled students should continue their studies without any worries. Still, these institutes are not allowed to take further admissions if they failed to get the Governor’s approval. Further, it is learned that HED Punjab is going to take legal action against these universities.
The University of Central Punjab (UCP), which is a project of Punjab Group of Colleges, is on the top of this list with eight unauthorized sub campuses located in Gujranwala, Faisalabad, Rawalpindi, Gujrat, Sialkot, Multan, Bahawalpur, and Sargodha. The Superior College and National College of Business Administration and Economics (NCBA&E) both have four unauthorized sub-campuses in different cities. The list of private institutes and their unauthorized sub-campuses is given below:

- Gujrat
- Islamabad
- Pakpattan
Unauthorized Sub campuses of The QarshiUniversity:
- Ferozepur Road, Lahore
- Canal Road, Lahore
Unauthorized Sub campuses of The University of Management and Technology (UMT):
- Sialkot
Unauthorized Sub campuses of Hajvery University:
- Sheikhupura
The officials said that the most of the sub-campuses offer those courses which are beyond legal jurisdiction as well as approval of Governor of Punjab, and it also doesn’t meet the teaching faculty requirements. They gave an example that only 32 PhDs were working in the University of Lahore Gujrat against the requirement of 44 PhDs across 11 departments and no Ph.D. faculty in Radiological Medical Imaging, Medical Lab Technology, and Physical Therapy Department. Sajid Zafar Daal, Secretory HED Punjab, said that we are arranging the meeting of the Accreditation Committee to assess these sub-campuses and take legal action against them.
