HEC Innovator Seed Fund (ISF) 2021
The Higher Education Commission (HEC) announced a funding project, the Innovator Seed Fund (ISF), to promote startups in Pakistan. Students, alumni, and faculty owned a startup can apply for the Innovator Seed Fund Grant. ISF is a part of Higher Education Development in Pakistan (HEDP) implemented by HEC and funded by World Bank. Thus, if you have any startup ideas, you can apply for the ISF 2021. Eligibility Criteria for HEC-ISF
For the Innovator Seed Fund (ISF) 2021, the applicants meeting the following criteria are eligible.
- Be a startup owner/team lead
- Have endorsement from one of the HEC established BICs
- Have an SECP Registration Number and a business plan
ISF Grant Package
The Grant package involving Seed funding for the ISF (Innovator Seed Fund) program is up to USD 35,000 (stretchable over the startups’ budgetary requirements for approved activities).

How to Apply for ISF 2021
- Candidates have to submit their ideas/content notes for the Innovator Seed Fund (ISF) program according to the template available on the HEC website. (ric.hec.gov.pk).
- The last date for the HEC ISF Program is 15 January 2022.
